O|Zone™ Oklahoma Launch and Innovation Hub Framework
Statewide Rollout, HGVS ScanPort Activation, and $1B FlexGIA™ Infrastructure Funding 
The launch of O|Zone™ Innovation Hubs in Oklahoma represents the first full-scale deployment of the O|Zone™ Initiative in the United States. 

Designed under the Alliance iii Global Infrastructure Protocol, the Oklahoma prototype anchors a comprehensive framework of sovereign infrastructure, digital transformation, and economic empowerment through localized, trust-based governance.
 
At its core, the O|Zone™ model introduces a new public–private framework structured around interoperable County Government Port Authorities, private–public Site Developers, Pad and Medallion Systems, and revenue-generating Opportunities.

Each element is digitally governed through tariffs and medallions managed within a secure, distributed trust infrastructure.

Prototype Activation: HGVS ScanPort Deployment
The initial rollout in Oklahoma is focused on activating a network of ScanPort™ Pods under the HGVS™ Initiative. These advanced diagnostic infrastructures are sited within O|Zone™ Pads and governed under a structured Opportunity model. 

The framework enables both temporary and permanent deployment of pods, backed by 20-year medallion lifespans, with up to 99-year tranche extensions managed by private developers through digital rights layering. 

Innovation Hubs Across Oklahoma
While many O|Zone™ components can be funded by high-income individuals (e.g., pods, equipment, or developer pads), a broader state-level strategy is now being activated: 
the creation of Innovation Hubs throughout Oklahoma. 

Each hub mirrors the O|Zone™ governance model, linking:
County-level Government Authorities
Private developers and operators
Modular infrastructure (energy, health, comms)
Digital intelligence systems
Special Improvement Districts (SIDs)

These hubs become local engines for economic resilience, advanced healthcare, utility transformation, and next-generation employment zones. 

Launching the $1 Billion FlexGIA™ via INSYGNE
To fuel this expansion, the INSYGNE™ Initiative—through its exclusive use of IAC™ Insurers—has launched a USD $1 Billion FlexGIA™ international funding series for investment in Oklahoma.
Structured for flexibility, capital preservation, and mission alignment, the FlexGIA™ offers long-duration, institution-grade capital backed by IAC™ Insurers with a 30+ year track record of “AAA/Aaa”-rated financial guarantees and sovereign underwriting.
 
Proceeds from this FlexGIA™ will fund: 
Site development and digital tariff infrastructure
Smart utility and energy grids
Modular diagnostic and communications hubs
Pad installations and medallion issuance systems

Local innovation zones and tax-advantaged Opportunity structures
